Yes.

However it's not consistent if the GM suddenly says really everyone should
be able to weild a weapon 2 levels heavier than before, but just get more
fatigue after the fight. "Dang, I'm ditching this shortsword, and gettin'
me a bastardsword!"

It's also not consistent if you want to represent a character who is small
but is very fit, and a character who is big and strong, but is terribly
out of shape, especially if the rule in place is that travel distance is
based on a single ST attribute.

TFT has no way to represent endurance independent of ST without adding
some kind of value for each character. That limits what can be
consistently represented in the game without relying on the GM to make up
effects by himself.
