(TFT) Casting Via Staff spell

Any one here play t&t? I think that was that system. Theres some kind of 
rule that says if you have a staff spell or a personal staff or something, 
that reduces the spell casting cost down by 1. If it puts it below 1, the 
minimum cost would still be 1.
