I dont really see why this would be mutually exclusive. I dont care how
many points a player is willing to spend - if they can't role-play it
convincingly, it's simply not going to happen. 

The rules allow for some variation, but role-playing should be the minimum
requirement! In the same way that you dont let your medieval peasants buy
the Bolo talent if they dont have the appropraite background.
