I disagree that AD&D was unfair to the monsters -hit dice were arbitrary,
so
a starting lizardman had 2+1 HD for a maximm of 15 hit points - 1HD
lizardmen did not exist. Starting ogre 4+1 HD etc..
I'm amused at the idea of a cost for creating a monster but why have it if
you never want the players to use it, why not just say it is impossible. I
like the rule in the SHAPESHIFTING spell in TFT, that is, IQ cannot be
raised, which means no monsters from IQ 0 tables etc.
I like an idea better, say a talent gained from a demon via a wish spell
which allowed a sucker, sorry, character, to summon noncorporeal
extraplanar
malleable spirits and give them various corporeal forms, say (but they may
always have a mean streak.......).

Well, I'm VERY much in favor of a cost for creating a monster simply
because I may allow *some* players to use it and some players not to.
Depends on the player. Therefore, I'd rather have the choice than not!
And it's a darn clever way of coming to it as well!
Of course, the 3rd edition of D&D is trying to 'fix' the arbitrariness of
D&D while still being familiar - resulting in a messy hodge-podge that
gives monsters Hit Dice *and* Strength and Constitution scores that affect
their hit points different than players.
