-umm, in what context? How are they going to make monsters? If you can make
any monster, then what is the point of manufactured monsters like golems,
zombies etc.?
(I agree, i did like the formula though)

I might not let them make ANY monster, but I let them make their own
'custom' golems --- as long as they dont go over $#### value or
something...

They might simply make some as traning to be a GM in the future!

Maybe they want to buy some exotic animals of some kind? 

Player: "How much would it cost to buy an army of Uncle Teeth? Pegasus?
Wyverns?"
GM: "I dont know - you figure it out!"
