Your solution is pretty much exactly what I do, except I 
use a flat 3 months, not weeks = IQ.  If you decide you 
don't really want to learn whatever it is you're studying, 
then fine--pick something else and the three month clock 
starts running again.

On a related matter I also allow people to freely 'overwrite' 
old talents as they learn new ones if they so choose.
