Perhaps you phrased that badly, because I don't think that is true at all.
In both the real world and in the game the weapon is a fixed quantity - it
is what it is, and it will perform consistently so long as it is properly
maintained.  Granted some weapons are easier to use than others (whip vs.
shotgun, anyone?), but this is quantified by game statistics.  In both the
real world and the game it is the skill of the wielder that directs the
weapon.  Wielder skill is a game abstraction representing the ability to
stay cool under pressure in addition to their physical ability and training
with the weapon, and anything else that might go into whether or not you're
going to hit and cause damage.
