For every -1 adjIQ, a drunken person gets a -1 on IQ for resisting
spells/effects EXCEPT those causing FEAR (like from dragons), AVERT or
CONTROL  ( a sauce-ridden brain can be tricky to monitor/drive) when a +1
bonus applies (dutch courage)
