Yes. An engaged figure may shift into a side hex. There are several restrictions of course. The one that I think Thorn was refering to, about not breaking engagement, is stated in the rules thus...

"An engaged figure may move only one hex during the movement phase, and must stay adjacent to all figures to which it is engaged; this is called a SHIFT"
  -AM page 4.

So in a one on one situation it is possible to shift into their side hex, if that side hex is only one hex away. If one is engaged by two figures then they usually have you in "shift lock" (a little keyboard humor there) and you can't move at all unless you take the disengage action. Though changing facing is still free.

Also I missed the nuance of Todd's post. It is true that one may change their facing freely at the end of their movement turn. But the opperative word it turn. That doesn't grant everyone the abilty to change facing at the end of the movement phase. In light of that, I think Rick's optional TWIST at DX-2 is fair.
