The pass-though attack from Champions is a kludge to make up for the
phase-turn system in Champions. 

"Pass-Through" is really mean to be a "charge" attack. So it's essentially
the same as a TFT charge. 

They use the pass-through because in Champions you dont Move-and-Attack,
you Move-OR-Attack. So the without the "exception" of a Pass-Through you
couldn't charge anyone!
