This sounds like a really good idea! You might like
the attribute adder items that I suggested a while ago.
(Search the archives.)
By making the ST batteries smaller and rarer, much
of the problems with them go away. However the managing
of fST problem remains.
I would suggest that they (like GURPS powerstones)
simply recharge slowly. Then that whole area of busy
work goes away.
I intend to introduce your variation in to my
campaign.

someone on the list recently said that ST batteries are too numerous and
easy to make, unbalancing campaigns. our group agrees with that assessment.
here is a suggestion that we use to remedy the situation.
a mage must sacrifice a permanent point of ST (with the appropriate magic
item spell), transferring the sacrificed ST to the magic item. it does not
have to be a gem, but may be a staff or other item. the mage can only
increase his/her ST by more experience.
since this makes ST batteries more difficult to manufacture, they are much
more valued. therefore, they are extremely difficult to purchase (and VERY
expensive). ST batteries are coveted, prized and much fought over. we've
had whole quests start over attempting to discover or recover these magic
items.
try it and see what you think.
