Except that this is a "Special" spell that doesn't require a Dx roll. (It's 
similar to the Geas spell in that respect.)

Yes. Or at least the St costs will pile up. Note that delaying a whole week 
of storms would cost 128 St. That's a non-trivial amount, IMC. If it normally 
rains once per week, a wizard who wants to create a drought will be spending 
128 St at the end of 7 weeks to extend the drought another week. And then 256 
St to extend it another 8 days, And then 512 St...

I thought about basing the St cost on when the weather was originally 
"scheduled", but that would produce practical complications: Is tomorrow's 
weather the "original" weather, or weather delayed a day or two by an NPC 
wizard? The real balance factor is that a weather wizard will have other IQ 
18+ wizard trying to put the weather back on its proper course. 

OTOH, maybe I should bump the cost up to 5 St for 1 day, doubled for each 
additional day. Then 2 days would be 10 St, 3 days 20 St, 4 days 40 St, 5 
days 80 St, 6 days 160 St, one week 320 St, and so on.
