This is kind of like a karmic 'bank account', with
worshippers being able to write checks against it.
Thing is, the check has to clear. :) I would base
the chance of 'clearing' on the number of factors of
congruence to the worship which charged the
object/site/concept in the first place. Examples:
People have been gathering at Midsummers Eve(1) at The
Grove of the Visitation(2) for 1200 years, or 60
50-year 'eras', to dance the Crescent Walk(3) and
honor the Goddess Deanne(4), and to hold Her in their
hearts(5).
So there's 60fST there, base roll to tap it is 2 or
less on 3d6, +1 per point of congruence(1,2,3,4,5,
above).
Here's a muddying of the waters: Why go to the Grove?
Or wait until Midsummers? Do the Dance, and Honor
and Love Deanne, and maybe you can cash a karma-check
at any ATM (Astral-Tellic Meetingpoint?). I'd make
some fraction of the Grove's power available,
depending on distance to the Grove.

I think a MH is too small an area for a sacred place,
but YMMV.
