Well, this isnt necessarily true. If you don't want to be noticed,
have to either a) blend in, or b) be unobservable. To blend in,
you have to avoid standing out - which means you dress like
other travellers and travel at the rate the other travellers use.
To be unobservable, you might be forced to avoid trails, etc.

Also keep in mind the varying state of public roads and trails.
Weather could be a huge factor if the road isnt paved as wagon
wheels can do a tremendous amount of "damage" to hard
packed dirt. Also, if the province uses a non-standard width
for their wagon axles, the ruts in the road can make the road
much harder to pass for standard axles as deep ruts may cause
the wheels to break.
