Possibly because it is too useful & powerful. The cost & duration ought to be 
on a par with Telepathy potion. ($1500 for 10 minutes). 

If I were to allow it at all in my campaign, I'd increase the cost to $10,000 
for a 1 hour duration & allow a 4d/IQ saving throw to avoid answering when 
questioned under the influence of this potion.
