Well, if the incarcerated Wizard doesnt have access to Tele-
portation or Open Tunnel and the prison warden does, then
the solution is obvious  }:) 

A less draconian solution might involve placing a cursed
magic item on them (so they can't remove it) which contin-
ually drains their strength.
