   So of course you are perfectly justified in ruling against it.  Personally I have developed a system.  I divide by Hex size.  So a 2-hex horse of 24 ST and 12 DX is actually a humanoid of only ST 12, DX 12.  Consequently a 25 ST giant turned to a one hex figure only has ST 8.  A 14-hex dragon only has ST 7 when shifted to one hex in size.
   I didn't have these formula back when first confronted by this conundrum.  There is another danger, what about reversing it.  Does a 14 ST human shifted into a 3 hex giant have ST 42.  If I use the hex divisor rule, then I have to limit shapeshifting to equal size OR smaller. 
   With those two combined Shapeshifting remains a spell that people dont' want cast on them, and not a bonanza for exploitation.  Besides, the single most powerfull part of shapeshfiting remains the Reduction of IQ.  

   To everyone, for extra credit.  Why can't a wizard shapeshift a greater demon to an IQ 1 plant before doing mental combat with it, in the hopes of gaining an easy wish?
