So wrong as a magic item, but so right as a mysterious clue in an  
adventure.  IR or UV light seems wrong for Cidri's low-tech society,  
but a tattoo only visible under certain conditions would be cool  I  
read a "Lone Wolf and Cub" story with invisible ink only visible  
under moonlight.  Load a tattoo needle with that ink, and that would  
be quite a way to hide a treasure map or a secret society membership  
tattoo.
