I read it to mean, "the arrowhead will penetrate if it hits with at 
least 30 J of energy". A heavier arrowhead would not need to be 
moving as fast (but note the equation is

Energy = 1/2 Mass Velocity^2

so twice the mass still needs Sqrt(2) of the velocity to get the same energy).

Not completely sure how this works with lances; I guess just ignore 
the hand holding it and use mass and closing velocity of the lance as 
above.
