I read this as 'Quick Combat'.
>From a CRT standpoint this is saying that an "inferear advesary" STILL has a chance to crititical and do REAL damage so let's boil it down to those rolls.

Rarely would someone really wanna FOCUS on the death blow.

It's the players choice anyway.

A sick person is a sick player.
