Well put!
This is something I've been groaping for but never quite managed to wrap words around.
The best I could manage was allusions to Roberts Rules of Order.

I like this!
I'm also after tieing wargames into TFT.
It sounds bazzar but it works.
Hexes can be fudged, and chits are as abstract as St, Dx & IQ. (+ MA)
Some fit better than others, but it's an option.
