They are a plot device

As to the the historical or builders reason why and how of a particualr one, there is an excellent book for about $9 from Troll Lord Games that is filled with creating the why and how of any particular dungeon.  It allows you to not only stock one, but come up with a history and reason for the labyrinths existence.  Highly recommended!
