I use 32 (not including racial variations) since I usually am running a
campaign, with lots of room for character development.  For special one-off
games I might let people start with some higher value, but generally
wouldn't let those characters move into the campaign.  However, I ofen let
players start with a couple of characters, since survival rate can be
iffy....

or 33( a friend of mine on long island does that), or 33+ ?
