Joel,
   On this software page (mine), are two  small programs I can recommend.
"City Village" for encounters, and "Wizards Lab" to generate magic items.
Both have 'random' buttons.

   I recommend generating a magic Items first.  Then roll through the
encounters program until you get a result that seems either powerful enough,
or sufficiently interesting for the magic Item.
