That's exactly my point...the beauty of the rest of your rules is that they *don't* have to be scaled to anything. As far as I can tell (and admittedly I could be wrong here) they all relate to either the actual height of the figures themselves, or to the figure's base size. 

But, and this is a big but, I haven't actually tried the +1/-1 per level rule and maybe it's not such a big deal. Yeah, I could get as high as +4/-4, but on the other hand, more often I'd probably just be dealing with +1/-1 on a typical hill slope. So maybe it's better as-is.
