Assuming you can never do negative damage, here are the options I allow. There has to be a very solid reason for a +4 or greater because of all of the "automatic" damage it provides.
1d (1-6) avg 3.5
1d+1 (2-7) avg 4.5
1d+2 (3-8) avg 5.5
1d+3 (4-9) avg 6.5
1d+4 (5-10) avg 7.5
1d+5 (6-11) avg 8.5
1d+6 (7-12) avg 9.5
2d-2 (0-10) avg 5
2d-1 (1-11) avg 6
2d (2-12) avg 7
2d+1 (3-13) avg 8
2d+2 (4-14) avg 9
2d+3 (5-15) avg 10
2d+4 (6-16) avg 11
2d+5 (7-17) avg 12
2d+6 (8-18) avg 13
3d-3 (0-15) avg 7.5
3d-2 (1-16) avg 8.5
3d-1 (2-17) avg 9.5
3d (3-18) avg 10.5
3d+1 (4-19) avg 11.5

Ok, that's enough to make the point. Obviously the average score is what is compared when they say they're "equivalent". Personally, using that standard, I would say that they should say that 1d+2 equals 2d-2 because even though the average on 2d-2 is lower, the max damage is higher.
Personally, I don't like it when the max damage suddenly goes higher. I don't allow people to switch between the designations and I define them beforehand. A magical great hammer with a +2 magic shock on it to me is a 2d+4, not a 3d. The shock will always do the +2 no matter how well the weapon is used. But, an ultra-fine pike axe is sharper, but using that sharpness is up to the person wielding the weapon. So, I would be inclined to scale to 3d instead of 2d+4.

What do you guys think of 1+2 versus 2-1 (axe versus mace)?
It's always seemed to me the 2-1 is significantly better, but they're treated as equals in Melee.
