You're not missing anything.  For most damage distributions it is more damaging.  But, there is also the matter of taste, some players prefer avoiding the lower minimum damage.

Personally, I love the mace at ST 11, but cannot bear the cutlass at st 10.  For some reason my xperiences with doing 2-2 dam have all been really bad.  Or at least the ones I remember have ben.
