The way I handle very high DX is via definition.

I define physical Talents as a given skill set that has been practiced to the point of mussel memory.
This is when there is no longer any separation between thought and action, and is shown in game terms as dropping IQ from the Figures reaction time when performing Actions affected by the Talent.
Study/Practice is represented by subtracting dice from the "layman's" number of dice required to attempt a roll, with more complex Talents needing more dice to be dropped before mastery can be achieved.

I've got light at the end of the "quantify IQ" tunnel.
Count the "skills" (basic movements) in the Talent (Pitching) with something on the order of a million cells in volume required per step.

Expertise is Study/Practice that is used to teach or communicate a Talent and is a separate issue all together.

Forgetting is a function of a Figures Downtime management.
As a Figure begins to "forget" a Talent by ceasing Practice/Study they begin to add dice to those Talent-Actions while dropping dice from the new focus.

My most effective "baddies" all tend toward the very high IQ.
The sidekick's tend towards high DX, but sometimes they've got IQ instead.
None of them are combat focused, and their f/f/h is h = 'wield ultimate power', 'control the Universe' or  'destroy my creator' type "victory" goals.

So the "DX master" is going to have the fastest reaction times possible, but won't strike with much force and will only possess their lightning speed in only a few areas, although their native statistical advantage will always be present in a DX vs. DX test.

Of course DX masters are gonna be the most effective of all the masters at overloading a blow, i.e. adding fST to an Action to increase the applied force, but not having a lot of ST...

Then there's Chancellor Dongalor.

They used to say that the only thing that saved the lazy cops in New Orleans was that the crooks were lazier.
That series reminds me of that.
Or something like that.
