They're already pretty well defined in Ogre and G.E.V., as I recall. The Ogre map is a nuclear wasteland with craters and obstacles so large even a G.E.V. can't handle it. The G.E.V. map has town and road hexes though, and unless I'm mistaken, they are one-mile hexes, though I don't remember the time scale off-hand, I think at least G.E.V. does mention it, so you could convert speeds to hexes except cars would be slowed down by other cars while a military unit in combat would not be. But the background description of BPC armor makes it pretty clear that it'd be nearly pointless to combine equipment at the Ogre level. As another poster mentioned, though, you could use the info in GURPS Autoduel (and/or GURPS Vehicles - q.v. if you want to see some pretty extreme generic vehicle rules) and GURPS OGRE.
