It costs 1 fatigue per ST added. Which is why these questions are potentially a gray area.
i.e., if a 12 ST Wizard armed with a Broadsword casts a 3 fatigue Lightning spell, he is still able to wield his Broadsword, just like a 12 ST Hero who takes 3 wounds is still able to wield his Broadsword.
