IMC, I have organized my dragons in "gaggles", "bunches" and "butt-Loads".

Feel free to use these terms in your own campaigns.

In a world I'm building now, dragons are primarily grouped into "Flights"
though as intelligent creatures they have some other limited
political/clan/tribal forces in play
