The best indicator is that in ITL it specifically says what the  
averages are for most people for every stat (and from there you can  
determine the approximate value of a talent, adding in the training).  
Basically, the view that most people never get much higher than 32 is  
supported by that information, as most people never get very far from  
average by definition.
