(TFT) Timing problem: Disengaging. GEVALT!

Im teaching a group to play.

Its kind of hard because i cant remember most of the rules and Im wearing
my thumbs out in the frantic thumb thru dance.

I let a guy be a reptile man. He is a 40 year old power gamer/munchkin. One
would think at that age it would wear thin but, in this case it never wore
out.

He built a 9 intelligence veteran warrior with 18 strength.
11 dex. His high DXnegates the armor dx modifier.
He tends to enjoy HTH.

I say:
Intiative.
Move. (includes??? HTH initiation?)
Actions. (includes disengaging)

If he moves into some ones hex during movement, they still get to disengage
because disengage comes BEFORE the attack.

He likes to HTH Becauuusee... reptilemen get double damage with hth
attacks. Hes a power gamer he likes to max damage and armor etc.
I say that he gets to disengage before HTH happens.
He says no.

I see there is an option to disengage from HTH on a 4d6 roll.

So whats the answer? I think its one of those exploitable holes. I dont
like it.
