I haven't had it happen often, but as I recall, I allowed the attacker to
target either the horse or the rider, and if they missed, had them roll to
hit or miss (as they desired) the horse. I think I took my cue from HTH in
that both the horse and the rider are in the same hex, but didn't do the
HTH roll randomly for who you hit thing. It also meant that you might hit
something other than you intended.
