It's fairly clear, as everyone here agrees, that you don't need a talent. The other thing that makes a staff special is that it doesn't impede magic gestures (AW9).I remember in the Sanctuary campaign the characters had the best features of fighters and wizards and a wizard's staff of power did +2d6 bonus to normal staff, club or maul damage. So the wizards were highly capable fighters in melee, and were as likely to do that as cast a spell.
