Actually, the rules don't say anything of the kind.  It says, and I quote; "A giant's facing may be changed by rotating the figure in the same three hexes. A dragon's facing may only be changed by moving the dragon; he is the wrong shape to spin in place."

Actually I believe the rules say dragons can rotate around any hex they want.  This demon can rotate around any hex it wants to.
