I suspect an expert would shave a lot more than a second or two, if they wanted to. I mean look at his staff, it's just a stick. And he isn't really trying to be fast.

The main thing I learned was he took about 11 seconds to
reload it. Assuming an expert could shave a second or two off
that time, allowing it to fire once per 2 turns seems fair. This is
what I had guessed.

No changes needed for my rules.
