Isn't that what sparked this whole Talent vs Advantage debate though?
I mean, there was the (continuing) discussion on whether this talent
should require an IQ of 10 (because it can be learned to some degree)
or an IQ of 7 (because some people are 'just born with it').

What I was suggesting was that people who are 'born with it' pick it
up as an Advantage (ala GURPS), the people who choose to learn it buy 
it as a Talent at the appropriate IQ and cost.

Or did I misunderstand the focus of the discussion?
