(TFT) Another HtH concern

This is really from srydzews@ix.netcom.com, not me. Stan, this bounced

It shouldn't happen again.

The recent revelation about the HtH rules does leave one problem.

Okay, if some HtH-intent figure charges at someone, he has to stop
movement when he becomes engaged, so he has to wait until the next
turn's movement phase to actually make his HtH attempt. That's all
well and good. Let 'em wait.

The problem comes in where the other figure moves first. Let's say
a figure armed with a pike axe charge-attacks someone. In doing so
he becomes adjacent. The charge attack isn't resolved until after
the movement phase, so the figure being charged can (assuming HtH
conditions are met) now attempt HtH vs. the pike-wielding figure
in his portion of the movement phase, before the charge attack.

So the statement I made earlier about HtH going before even a
pole-weapon charge still holds, although only now it's only
true if the pole-weapon fellow moves first.

Now from a "reality" point of view, of course it's possible for
someone being charged to dodge aside and leap at their attacker,
but you can make the same argument about a person with a sword.
Why is he any less able to dodge aside or warp time or whatever
these HtH people are doing?

Is there a problem with resolving HtH attempts on the attackers DX
like everything else? Why does it need this special "resolved
in the movement phase" rule at all?

Rule 13.3.1) All figures without weapons gain a limited ability
             to warp time and space.
