Well this seems to indicate that that "some" Gates will pass non-living
things, so presumuable this is part of the "ANY rules" a wizard can set up.

Well the whole sentance is "When a wizard begins to create a gate, he can
make it follow ANY rule he likes as to when and how it will function." 

Which doesn't sound like way of "limiting" the gate.

Why not? Of course, a GM could reasonably say that this violates the
"Wishing-for-Wishes" law, but basically I dont see anything about the Gate
spell that *prevents* this from happening. This is where the power of GM's
fiat comes in.

Sure, you could also modify the way Gates work for your own campaign, but
as the rules currently exist it does say "...you can strick your head
through. Conditions on the other side permitting, you /will/ be able to
pull it back."

Sounds like a good new spell!
