You are absolutely correct.  I was letting my personal/campaign 
views on gates cloud my thinking on the issue, and freely 
concede every point you made in your post.  (Personally, I 
find the Gate spell to be overpowered, and have put various

for these purposes.)  I simply didn't go to the rules before 
opening my yap and I was wrong!

Soooo...that being the case, I agree that the Gate spell
is nearly sufficient for the orb concept, the only thing 
lacking being the mobility.  Is there an item enchantment
using the gate spell?  I can't recall one.  Well, perhaps
this is it--the enchanment turns an item into one end of a
gate.  That needs to be one *very hard* enchantment, though.
