Well since the original question was "Isn't ST 15 too much", I dont think
that ST 14 and Warrior talent is really that much better, but it's not
written in stone!

I like 9/21 because it 'averages' to 15 and it doesn't imbalance the game.
It makes Mouser a Hero who can take a LOT of damage (21 hits) but still
wont be using a two-handed sword anytime soon (ST 9). 

And he doesn't unbalance a game in which he's mixed up with 'normal'
players who just have ST 15. They are still "stronger" than him, but not as
'experienced'.
