Well said.  Rarity is not a method for balance.  No matter how rare it
is, once it's in your game, it's as 'common' as anything else the PCs
have one of.  Rarity only affects how much it affects the world at
large.

Rarity _is_ useful when you decide as GM that you've had enough of it,
whatever it is.  If the PCs haven't kept the gizmo under wraps, surely
some greater or more clever force might feel the need for the gizmo. 
And if they _have_ kept it under wraps, then it's adding interest to the
player's enjoyment of the game, so it's probably a good thread overall.
