This is interesting, but perhaps your formula/table should
take into account the creature's initial size. A ST 30 bear
is a one-hex creature, a ST 30 giant a three-hex creature.
Should you really end up with the same result on each? Maybe...

Let me dismiss the two extreams first, and then take a moment to talk
about dragons and hydras. I think strength per hex is an important
question. Giant's don't seem so strong, almost flabby, when you see they
are 8.33 strength per hex. And lesser demons must be made of steel cables
at 50 strength per hex. But the extream examples are the ghost and the goo.
A ghost has strength 0, so it's zero per hex, no matter how many hexes.
The goo has infinite strength, again it doesn't matter how many hexes it
would still be infinite. Putting all this aside I do notice an interesting
trend with dragons.

14-hex dragon 7.14
It almost goes down. The more hexes, the less strength per hex. Untill
the 7-hex dragon. Kind of a hic-up in what is almost a nice progression.
But I always thought the 4-hex 30 strength, and the 7-hex 60 strength was a
strange jump. So I changed it to whole numbers, and made my own dragon
table.

Notice I also changed their claw damage. A bit of a deviation from the
printed dragons in ITL, but I feel it works better this way. Now a short
bit about the hydra. It, on the contrary, gets stronger per hex the larger
it gets.

Following this progression the hydra might look something like this.

I only use these guys in my "Lords of Creation" style world conquering
games. But they serve here as an example of the opposite trend than
dragons.
Now, if I was to emphisise the difference between the bear and a giant
(as you suggest) based on their starting hex size too, I think I should have
to make a table for each race and monster type. Which I almost did, but
decided against for sake of brevity. I didn't think people would want one
spell that took up 8 pages in tables.
Sorry if this rambled a bit, I guess it's my day for it. I did a breif
analysis of all the pertinant creatures to see what their starting strength
per hex is. Here is the table I came up with.

Really, though, since TFT has something of a disconnect between
size-in-hexes and ST, I don't know that ST should be the basis
