(TFT) gate spell customizing

I guess the beauty of interpreting a GATE as a GM is you could customise
your interpretation to suit your part of Cidri. If one wished to make GATE
portaloos then it is easy to just interpret existing rules with no risk for
inanimate objects, or if one wanted to have less magic then the other way.
