I think it's balanced as originally presented.  It's
an IQ slot for an effective fraction of a +1 to hit,
with reduced damage.  Thrown Weapons and Missle
Weapons are similar.  If you sweat the balance and
want to tweak it down, (and change the name for
perhaps more flavor) call it Opportunistic Pugilist
and limit it to punches, or Flashing Blade and limit
it to off-hand blades, of some similar narrowing of
applicability from 'some other sort of attack'.

And don't stress that it's not perfect for Rick's
world.  None of his characters would take it?  I
couldn't sell Conan a shortbow, either, but the rules
still include such things.
