Given your campaign setup (life is cheap and the "standard" weapons are
poor-quality) what you propose sounds OK to me.
My own rule is that improvised clubs (and other improvised weapons, and
cheap-peice-of-shit weapons) break on a roll of *3*
In terms of game-mechanics, it gives the same frequency of breaking as the
standard break-on-18 rule, but the "flavor" just seems better to me. "You get in
a good solid wack, and your weapon breaks" is easier for me to rationalize,
over a wide variety of circumstances, than "You miss wildly, and your weapon...
somehow... manages to hit... something... that causes it to break."

(Actually I don't even have all improvised clubs break on a "3" - if I deem
an inprovised club (or other improvised weapon) to be "sturdy" then it doesn't
have a chance of breakage but instead has an increased min St requirement to
use.)
