Keith,
have you considered adapting the rules for scrolls ?
IIRC they are one shot, self powered spells 'written' onto parchment or paper. Effectivly you would be writing your spell onto some other item. 'Runestone', amulet, weapon, etc.
This occurred to me a while back when the group was discussing potions...
