Like the English long bow, the powerful Japanese bows, and any such strong 
bow (e.g. Odysseus' bow), increase the damage and ST required, and perhaps 
also the DX required to shoot twice per turn.

If you want bows to be more potent, just keep going up at +1 damage per ST 
after the long bow, but then limit what strength of bow is available to 
which people in the campaign. A more conservative progression better 
balanced against TFT crossbows might be +2 ST per +1 damage increment.
