I don't think this can happen.  Initiating HTH is not an option for a
disengaged figure ... all Kog can do is move up half his MA and 
attack.  Initiating HTH is only an option for an engaged figure, which
means that Kog will have to wait until the next turn to attempt an 
HTH attack.  (Note that attempt HTH attack is a MOVEMENT option,
not an attack option and can therefore only be attempted during
the movement phase)

Perhaps this is oversight in the rules?  Certainly seems possible
that one figure ought to be able to run up and tackle another figure
from behind.
